
Sichuan Introduces Ten Safety Measures for Non-Coal Mines
Recently, Sichuan Province introduced ten safety measures to further strengthen workplace safety at non-coal mines and prevent and mitigate major risks. These ten measures closely address every aspect of safety management, including the strict implementation of safety management responsibilities, foundational management, and disaster risk prevention and control, thereby providing comprehensive safety safeguards for production at non-coal mines.

These ten measures are not isolated but work in conjunction with a series of supporting regulations to form a comprehensive safety management system. For example, the “Sichuan Province Regulatory System for Key Counties with Non-Coal Mines (Trial)” specifies regulatory requirements for key areas; the “Sichuan Province Emergency Evacuation System for Non-Coal Mines (Trial)” ensures the rapid evacuation of personnel in emergencies; and the “Sichuan Province System for County-Level Leadership Oversight of Metal and Non-Metal Mine Sites (Trial)” and the “Sichuan Province System for Oversight of Tailings Dams (Trial)” clarify the responsibilities and tasks of leaders at all levels.

These newly introduced measures, developed by drawing on past experience, aim to address gaps in the safety supervision mechanisms and systems for non-coal mines. They not only reinforce the responsibilities of the “three parties”—local administration, departmental supervision, and enterprise accountability—but also place special emphasis on safety control over key mines and critical stages of production and construction. Additionally, the strict “Four No-Let-Ups” principle for accident handling has been incorporated to demonstrate a serious approach to accident resolution.
To ensure the effective implementation of these systems and measures, Sichuan Province will take a series of actions. First, in conjunction with the dissemination and implementation of the “Opinions” issued by the two offices, the province will organize in-depth learning, publicity, and educational campaigns to ensure that all enterprises and employees thoroughly understand and comply with the relevant regulations. Second, supervision, inspection, and law enforcement efforts will be strengthened, and violations will be dealt with severely in accordance with the law to serve as a deterrent. Finally, guidance and support for non-coal mining enterprises will be enhanced to help them improve their safety production awareness and risk prevention capabilities.
Overall, the introduction of these ten measures and supporting regulations marks a solid step forward for Sichuan Province in the safety management of non-coal mines. By reinforcing accountability, improving systems, strengthening law enforcement, and enhancing enterprises’ self-protection capabilities, Sichuan Province will provide a safer environment for production in non-coal mines.
